IDeA:marketplace
is a joint collaboration between the Improvement and Development Agency (IDeA)
and E-Government Solutions to deliver local government's own electronic
world-class procurement system and electronic
It can
quickly e-enable suppliers, large and small, providing up-to-the-minute
financial control information and supply chain transparency. The system is live and enables local authorities to
buy from existing suppliers or take advantage of the combined purchasing
power of local government.
Adopting
electronic procurement methods brings many benefits to local authorities and
suppliers. Both parties will enjoy a reduction in the time and cost of
transactions and service delivery, a freeing-up of resources and a wider,
more diverse market.
If
local authority officers or their suppliers can access the internet, they can
access IDeA:marketplace. Where small
to medium-sized enterprises (SMEs) have yet to go online, local authorities
can use the e-ordering capability to send or fax orders and still enjoy
automated workflow and comprehensive management information.

Hampshire
County Council has joined forces with eight other local authorities to
develop the ‘Hampshire Marketplace’, using the IDeA:marketplace system.
The eight
participating Borough and District Councils are:

East Hampshire District Council

·
·
New Forest District Council
·
Rushmoor Borough Council
·
It is
envisaged that all participating authorities will be live on the Hampshire Marketplace by the end of 2006.

The Aims of the Hampshire Marketplace
The
Hampshire Marketplace will:
·
Improve procurement efficiency by using the most modern technologies
– web based e-procurement.
·
Make savings by achieving economies of scale via local authority
collaboration.
·
Improve local authority access to national, regional and local
contracts.
·
Share commercial knowledge regarding suppliers between local
authorities.
·
Enable suppliers potentially to access opportunities in other local
authorities and assist in local economic development.
·
Address recommendations made by Sir Peter Gershon in his review of
public sector efficiency “The Gershon Review”.

Supplier e-Enablement Options
A
supplier can participate in the Hampshire Marketplace in a number of ways.
Hosted catalogue – a catalogue of products and prices is built by the supplier and
contains commercial information specific to each customer and contract. This catalogue is held within the Marketplace.
Punch-Out Catalogue - the catalogue is maintained by the supplier and is
held on the supplier’s website. The
buyer then “punches out” of Marketplace into the supplier’s website.
Free Text – this enables suppliers to receive orders that can’t be catalogued.
Requirements are typed into the purchase order which is then emailed, faxed
or posted to the supplier.
There
are various initiatives in place across the local authorities participating
in the Hampshire Marketplace to assist suppliers in joining the Marketplace. Existing
suppliers should contact the Economic Development Team within the appropriate
local authority for further details about financial assistance and training
available to help with joining the Marketplace.
